On August 8, 2023, the UAE Government unveiled a comprehensive package of federal decrees and amendments.Â
These extensive reforms and changes to the healthcare system encompass healthcare professions, providers, and veterinary medicine.
Tightening Controls: No Room for Error
These amendments are not merely cosmetic changes; they represent a significant tightening of the rules. Healthcare workers practising without a license or failing to meet requirements will now face substantial consequences. The amendments also outline specific medical ethics and professional conduct standards, making a clear statement about the UAE’s commitment to healthcare excellence.
The National Medical Register
A critical aspect of these reforms is the creation of a national medical register. This unified database for licensed healthcare professionals will allow for enhanced monitoring, accountability, and ease of access to professional credentials.
Emphasizing Excellence: A Professional Call
No longer will just anyone be able to claim the title of a healthcare professional in the UAE. A license now requires either a bachelor’s degree or a recognised health profession qualification within the country. Additionally, applicants must be of good conduct and medically fit to perform their duties.
Professionalism and Ethical Boundaries
The decrees stress that healthcare professionals must adhere to scientific and technical standards. They must perform their duties with the precision and trust required by the profession. This is in line with the dignity and honour of their roles. If professionals or facilities break these new laws, they could face dire consequences. This includes fines ranging from AED 50,000 to AED 100,000, possible imprisonment, or even closure of health facilities.
Accountability Measures
For the first time, non-serious offences will also face a structured penalty system. Penalties can include a written warning, fines from AED 1,000 to AED 500,000, or a temporary suspension or revocation of the license.
Private health facilities will also come under sharper scrutiny. They could face fines ranging from AED 1,000 to AED 1 million, or temporary or final closure if they violate any provisions.
Enhancing the Veterinary Sector: Modernization and Growth
The veterinary field is also transforming. The amendments update licensing requirements and exempt veterinarians and medical professionals from certain fees.
In an unprecedented move, foreign entrepreneurs and investors can now establish and own veterinary facilities in the UAE. This initiative could significantly boost the veterinary sector and attract foreign investments.
